Nawet jeśli jetty main page on Docker Hub pokazuje, że kontener powinien być uruchamiany z docker run -d -p 80:8080 -p 443:8443 jetty, wygląda na to, że obraz nie jest domyślnie skonfigurowany dla HTTPS.

Zgodnie z sugestią, plik https.ini powinien znajdować się pod numerem /var/lib/jetty/start.d. Możesz go wygenerować, uruchamiając w kontenerze polecenie java -jar "$JETTY_HOME/start.jar" --add-to-startd=https.
