Jest to zwykle problem z repozytoriami w plikach gradle.

dla mnie pracował, aby zmodyfikować build.gradle takiego:

buildscript { 
    repositories { 
     mavenLocal() 
     google() 
     jcenter() 
    } 
    dependencies { 
     classpath 'com.android.tools.build:gradle:3.0.1' 
    } 
} 

więc podczas dodawania google() powinno działać.

Dodaj google() wewnątrz buildscript() i synchronizować Project.
