Rozwiązaniem jest zmiana stylu TTK tak:

s = ttk.Style() 
s.map("TCombobox", 
    selectbackground=[ 
     ('!readonly', '!focus', 'SystemWindow'), 
     ('readonly', '!focus', 'SystemButtonFace'), 
     ], 
    ) 

ta zmienia zachowanie comboboxes globalnie. W poniższym demo (z którego zrobiono zrzut ekranu pytania) zdefiniowałem niestandardowy styl dla ładnie działającego combobox jako "Alt.TCombobox" i użyłem go dla niego:
